Five sites for Newport gipsy sites revealed
FIVE potential sites for the controversial gipsy sites in Newport have been revealed.
A special committee of councillors has put forward its preferred locations in Ringland, Allt-yr-yn and Marshfield.
They include a permanent site for up to three families at the former road safety centre on Hartridge Farm Road, and a potential smaller site on the former Ringland allotments.
This was welcomed by travellers who said they were close to local services and schools, but opposed by developer St Modwyn who is concerned about the size of the site.
Brickyard Lane in Allt-yr-yn could also house up to four plots if the need arose in future.
The preferred place for a transit sites would be a yard off the A449, the committee said, which was welcomed by the travelling community who said it had good links to major roads.
Land on Celtic Way, Marshfield, was chosen as an alternative transit site if the preferred option could not be developed.
The original shortlist of 11 sites which has been whittled down to these five, caused anger among the community.
More than 7,100 comments were received by the council highlighting a total of 40,000 issues concerning an earlier shortlist of 11 sites.
Each was read and analysed by an in-house team and were considered by the group before they compiled their latest list.
A report to councillors says there was an immediate need for 17 residential plots for families already on the housing waiting list, and seven transit pitches.
A survey conducted by the Welsh Government in July found 59 caravans sited in the city - 21 on lawful sites and 38 on unauthorised ones.
Newport doesn’t have a designated Gipsy and traveller site, which breaches Welsh Government policy, and suggested encampments must be included in the authority’s Local Development Plan (LDP), which sets out how the city will be developed in the coming years.
Managed sites would help the council tackle the continuing problem of illegal encampments.
The committee's recommendation will be discussed at a meeting on Monday before being reported to cabinet, but the final decision on whether to amend or replace the five sites already identified in the deposit LDP will be made by full council in early 2013.
COMMENT: Council has no choice
THERE will be mixed reaction to Newport council’s list of preferred sites for Gipsy and traveller sites in the city.
Residents whose areas are no longer on the council’s list will be jubilant. Those council tax payers who live near the five areas earmarked to become sites will be furious and ready to extend their protests.
We understand their concerns and we have reported the depth of feeling shown at public meetings after the initial 11-strong shortlist was unveiled in September.
More than 7,000 objections were lodged with the council.
The harsh reality is that these sites have to go somewhere in Newport. The Welsh Government insists on it.
The alternative would be to see the Welsh Government failing to approve Newport’s Local Development Plan, which sets out plans for future development and land use in the city.
There will no doubt be celebrations in places like Langstone, where there were huge protests against the prospect of a Gipsy site in the vicinity, to greet its removal fromthe shortlist.
Residents in Ringland and Marshfield will not feel so happy.
We doubt if anyone would welcome a site being opened near their properties.
The council has no choice. It has to earmark residential and transit sites for Gipsies and travellers.
Now it has done so and there will be more protests to follow.
But this is remains a problem to which there is no easy solution.

But it probably won't happen, because of human rights.

With all the cash that they don't declare, they could afford to pay for this site themselves.
They should also be made to pay rates.
By the comments posted on here, there doesn't seem to be much support for them.
Wherever they decide to put the site, watch the crime rate go up (massaged to not reflect the true position) in the area and instances of illlegal dumping.
Most are not proper gypsies anyway.
They are 'Irish Tinkers'.
They are not wanted in Ireland for the reasons quoted above, so unfortunately they come here and take advantage of our 'namby pamby' system.

From the Council’s website I note that the “consultation process” commenced on 7 September 2012. However, but for the actions of 3 conservative councillors hand-delivering letters (on or after 27 September 2012) to some of the local residents living just South of Junction 27 of the M4 motorway which alerted them to the gypsy site proposals and brought to their attention the existence of the relevant page on the Council’s website relating to these proposals, I would never have known about the proposals as I, like many other local residents, had no reason to access the Council’s website on/after 7 September 2012.
It is unacceptable that no councillor chose to extend the same courtesy to those local residents living just North of Junction 27, who only became aware of the proposals by word of mouth from the residents living just South of Junction 27.
I found out about the proposals less than 4 days before the end of the "consultation process" (4 October 2012) and only just managed to submit my objections in time. It appears that the “consultation process” was deliberately designed to fly below the radar of the very residents who would be most affected if the proposals went ahead, thus reducing their ability, in whole or in part, to enter into any meaningful consultation and to express their objections, if any. Furthermore, any local residents without internet access and who had not received notification of the proposals via any other means (which no doubt included a disproportionately large number of residents over the age of 65) will, even now, be completely unaware of the proposals. As a result of such underhand tactics, I believe that the Council's “consultation process” is undemocratic, tainted with indirect age discrimination, lacks transparency and is therefore fatally flawed. The behaviour of the Council in this respect has significantly undermined my trust and confidence in my elected officials who are meant to represent my interests and views.
Can we force the Council to re-rerun the entire consultation process but this time actually consult with the citizens of Newport? Any thoughts?

Answer me please, what they give back to society in return for helping them?

I'm not sure when you contacted me with your thoughts and concerns as this stream of comments doesn't include your full name, however, I feel that I should make it clear that your quote, which includes my name isn't actually correct.
While the consultation was happening I fielded many calls, letters and emails from residents. I meticulously replied to each one and forwarded comments, letters and emails on to be included as part of the scrutiny. I also put forward representations based on what residents had said to me.
I am here to represent the views of the residents and businesses in the Ringland ward, which I did do and will continue to do. I tried to draw further attention to the Consultation process by hand delivering leaflets and by communicating to residents via Twitter and Facebook.
There will be a Ringland ward meeting at the Community Centre on November 6th from 6.30pm. This item is on the agenda.
Also, please be clear that this is a shortlist of proposed sites – there are still many processes that this has to go through and if the residents of Ringland decide that they want to fight this then that’s what will happen. Councillors are not here to represent our views – we’re here to represent the views of Ringland.

Fly tipping, stealing and being antisocial is one thing, but animal cruelty is just unacceptable. Gypsies have just become a massive problem, and the British government needs to clamp down on them before it becomes even worse.

I think that you have it the wrong way around.
There are a few good eggs, but mostly bad ones amongst these sort.
The views are not preconcieved, 'the truth is out there'.
They are different from other people.
They are not interested in becoming part of the community. They choose to be outcasts and I do not see why we, (as taxpayers) should have to accomodate their way of life.
Answer me please, what they give back to society in return for helping them?

Everyone is posting as if normal society is angelic and all our problems are caused by travellers/gypsies when in fact most of our issues are caused by the people within our own communities. Anyway, because other people do it, that does not absolve the so-called travellers, who are serial fly tippers and rubbish dumpers.
They do not contribute anything worthwhile to society.
They are not liked and they are not wanted, as evidenced by the overwhelming majority of views expressed here.
If they conformed to society, obeyed the laws of the land and paid their taxes, then there would be no complaints.

I agree also it is a 'cop out'.
That is the authorities 'cop out' of doing anything that would upset them for fear of being branded racist etc.
