Could Cllr Peter Clarke (or anyone else) explain where he obtained the information that council tax will go up in Monmouthshire & Caerphilly but down in Blaenau Gwent, Torfaen & Newport?

Or is he saying that a higher percentage of council tax is collected in these two authorities than the other three?

Either way, he has already set the fox running by his statement.
