Asbo stops Bettws party woman from having more than two friends in flat

PARTY BAN: Charlene Dowsell
A NUISANCE neighbour from Bettws has been banned from having more than two friends in her flat overnight after holding regular all-night raves.
Charlene Dowsell, 28, of Welland Circle, Bettws, Newport, was slapped with a two-year Anti-social Behaviour Order (Asbo) after numerous parties at her house, prompting repeated complaints from neighbours.
Up to 20 people would arrive in a van for the parties at her Newport City Homes flat and, in the summer months, they became a nightly event. Throughout the night, loud rave music was played which could be heard from the adjacent streets and the parties would sometimes last until 7am.
Litter was also thrown into a communal yard, including lit cigarettes, bottles and empty clear plastic bags which police say are often associated with drugs use.
As well as the noise, party goers would frequently become aggressive, shouting and swearing in the street and on one occasion two men became embroiled in a fight which involved jumping on parked cars.
The Asbo was issued at Cwmbran Magistrates’ Court and bans Dowsell from having or encouraging more than two additional people into her address between 7pm and 7am, engaging or threatening to engage in any conduct capable of causing alarm, harassment or distress or interferes to any person/persons not is the same household or encourage any person to cause alarm, harassment or distress to any persons within any part of Gwent and playing loud music which can be heard outside her flat.
If she breaches the order, which lasts until February 3, 2015, Dowsell faces up to five years in prison.
Dowsell signed an acceptable behaviour contract with Gwent Police and Newport City Homes on August 16, 2012, agreeing to a set of conditions regarding behaviour. When she failed to stick to this, the Asbo was applied for.
PC Paula Spence, Crime and Disorder Reduction Officer for Newport, said: "We hope this Asbo reassures residents and sends a clear message to those acting in an anti-social manner, that this type of behaviour will not be tolerated.
"We will use every type of legislation available to stop this type of activity and ensure that residents in Newport can live in peace."
* If anyone see Dowsell breach her Asbo, they can report her to Gwent Police by calling 101.

But it was. When I had some halfwits opposite me playing loud music, I called the wardens. 2nd occasion called the wardens again. No 3rd occasion, they were thrown out!!!

She should have been evicted then and there.
Newport City Homes needs to toughen up and crack down on those tenants who abuse the housing system and make life a misery for the law abiding people who have to live in the area.

So with over a million people waiting for accommodation in the UK, someone breaks an agreement with Newport City Homes and the Police and an ASBO is the best they can do? Why wasn't she evicted? I'm assuming the taxpayer is keeping this miscreant in food, housing and everything else.

"Dowsell's first recorded offence was at the age of 13 for alleged vandalism. Since then she has been arrested seven times for allegedly assaulting and threatening to stab a police officer, breach of the peace, and being drunk and disorderly."
"She received nine cautions for being drunk and disorderly, and was verbally abusive to community safety wardens and neighbours on several occasions."
