It is, after all an open establishment, the clue is in the title. and when you put people in such an open situation, and they are intent on going home or having a pint, or committing a few more offences in their ` spare time` the system is the only thing to blame.
The root of the problem is of course that those who are walking out of Prescoed have not been properly assessed to have the privilege bestowed upon them as convicted criminals ( In custodial parlance) of being there in the first place, so, David Davies can talk to the Governor all he like but he is talking to the wrong person, he should, talk to the Home Secretary his friend and colleague Theresa May, who could instruct the assessment unit prisons under her control, and which select suitable prisoners to be housed in open prisons, to apply the rules properly, one of the problems in recent years maybe that some of these conduit assessment units have to rely on recommendations and referrals from facilities which have been privatised and are run by third rate low paid unqualified or inexperienced managers ( formally known as governors of state prisons) for profit, and who just want to unload prisoners back onto the state system regardless of risk of walking out or the risk of being a danger to the public.
The Governor of Prescoed can do NOTHING about that. and quite frankly neither can David Davies, Tory MP part time copper, and all round soundbite politician.
