Keep Wales Tidy report says Newport has highest number of unclean streets in Wales

NEWPORT had the highest number of unclean streets in Wales in 2011/12, a report published today reveals.
Figures released by Keep Wales Tidy show the city had the lowest percentage of streets deemed at a high standard of cleanliness.
Out of the 22 Welsh authorities, Newport had the lowest percentage of streets awarded grade B or above, which is the standard of cleanliness normally acceptable to a member of the public.
The data was released in an All Wales Local Environmental Audit and Management System Report 2011-12.
The surveys covered eight per cent of randomly selected streets in each council area and despite being the lowest-ranked council, 91.9 per cent of the streets surveyed in Newport were grade B or above.
Top of the list in Gwent was Monmouthshire with 97 per cent, followed by Torfaen with 96.1 per cent. Caerphilly and Blaenau Gwent achieve 95.3 per cent and 95.1 per cent respectively.
The Welsh average was 96.75 per cent.
The scores were based on two surveys undertaken by Keep Wales Tidy between April 2011 and March 2012.
Blaenau Gwent was bottom in Wales in the Cleanliness Index, which is calculated using the Keep Wales Tidy survey.
Blaenau Gwent scored the same as in 2010-11, 65.9, but due to other councils improving, it finished bottom. Monmouthshire, with a score of 69.9, finished joint sixth.
Newport scored 67, putting it 14th, up from 64.9 last year, while Torfaen was 12th with 67.6, up from 66.5.
Caerphilly dropped from 66.4 in 2010 - 11 to 66.2.
During the surveys, four types of litter were recorded; smoking-related, drinks-related, confectionary and fast food.
In Caerphilly, 96.4 per cent of the streets surveryed had smoking-related litter on them - the highest in Wales. The lowest of the Gwent authorities was Newport, with 87.9 per cent.
Caerphilly also had the highest percentage of both drinks related litter, joint with Torfaen scoring 43.8 per cent, and sweets and crisp wrappers scoring 76.6 per cent out of the Gwent authorities.
While Newport achieved the lowest percentage in drinks-related litter in Gwent, it has the highest in Wales for fast food litter on 28.9 per cent of the streets. The lowest in this category out of the Gwent Authorities was Torfaen.
Newport council was unavailable for comment.

nation in western Europe, even our wild places are being used as dumping grounds ,our road verges are a disgrace
and is one of the factors that push-up our council tax. A conversation I had with a German years ago comes to mind, he said you British a very good at making laws but very lazy enforcing them, about sums it up I think . .

pavements. The whole 'city' centre stinks. Its embarrassing. Do any councillors ever read the comments that we leave regarding the state of Newport? The empty shops in the town is one thing, but there's no excuse for a dirty, filthy 'city'.

Look Woodknome (and I appreciate you engaging in a chat with me by the way) if you want to complain about the state of the streets, then go ahead, but to use a survey that says the streets are 92% clean, then even a moron like me is going to query it.
Complain at the survey that says 92% of streets are unclean and I'll join you.
I have no political agenda and love listening to anyone's complaints. All I ask is that they're based on fact.
My issue is that a lot of the usual suspects love to whinge about something. Their life is always someone else's fault, not their own. Finger pointing condemnation with no personal responsibility for their own choices in life.
that's what holds Newport back. not the council. Not immigrants. Not the gypsies. Not 'them', but the mentality of local people who expect that someone else is going to make their life better and then whinge when someone else doesn't.
and this isn't a pop at you woodgnome; just the classic Newport mentality that the future of our city is someone else's responsibility, not ours.

Now you may not think its a bad result but "Newport council’s were given the lowest cleanliness index rating out of all of Wales' 22 councils of 64.9 – a marginal improvement on the the 64.3 it achieved last year."
Of course it's folk who drop the litter who are primarliy responsible but Councils have the reponsibility to clear it up and prosecute offenders. Newport do both badly. I for one dont' think Councils are beyond criticism. If Councillors stand for public office they must expect to be criticised when things go wrong. That's not whinging it's expressing an opinion.

I read comments in other on line papers as well and I agree the most critical of their own city are the residents of Newport by far. This is also reflected in conversation with very many people who cannot be categorised as whingers.
However don't you think that this is a barometer of the lack of civic pride in Newport? There has to be a reason for this and I simply don't believe its because the people of newport are just a load of carping whingers. In my view it's to do with something much deeper than that and probably because of a total disconnect between them and Newport Council who consistently fail to deliver what the public priorities.
Also I dont see what standing or not standing for public office has to do with anything.

I don't think the SWA comments section is a good barometer of general opinion at all - not by a long shot.
Look back a few years and there were many opinions on here - negative, positive, indifferent - but it was a wonderful community of people who wanted to engage with others, listen to other opinions, and come up with ideas.
The very few angry, shouty people who could neither spell nor reason were oft ignored - as you would ignore the shouty drunk in a local pub.
But then the shouty brigade got more angry and more turned up. If you are not critical of everything, or try to have a debate with reason, their only response is personal insult.
It is now seemingly a meeting place for angry people who come online specifically to complain.
Just look above: apart from you and me, there is no one debating or engaging anymore. Those who want to have moved away and no longer contribute.
Even in our chat, you've made the usual playground assumptions about me.
Seriously, you sound like a decent fella, and quite educated, so tell me honestly: if you were engaging with someone in the street, and they told you that you lived in another dimension, and obviously had a specific political agenda, would such reasoned wit win them the argument?
I say it again, as this has been totally missed again and again: this is a positive story. 92% is a fantastic result however you look at it.
But hey, it was the SWA that used the negative hook rather than the positive one, so they were always going to get the angry mob on.
Maybe it's me that's outdated!

The ref to "dimension" was not meant as an insult but in reality all you have to do is drive/walk round Newport to see it is very litter strewn indeed.
I think we ignore folk at our peril and to use your approach we shouldn't make judgements or that "shouty whingers" are to be written off. They have always been on here and I don't see any worsening picture as you suggest....

I didn't say we should ignore people, but I afford no time to people who care nothing for the story at hand, but merely take it as an opportunity to shout and whinge against someone for not doing something about something to make their life better.
If there's no one in the firing line for their wrath - the council, immigrants, travellers, the police (insert other group to point fingers at) - then comments dry up.
Okay, for a moment, I'll take your assertion that the streets are a mess. Is anyone on here actually complaining against the people who make the mess?
No. Funny that.
Because the people making the mess is us! We are the people of Newport. We make the mess. But wait, it can't be our fault as that means taking some personal responsibility.
And the average story on this site attracts comments that abdicate personal responsibility to make our city a better place, in favour of blaming someone else for not doing it on our behalf.
Seriously Woodgnome, these comments sections are becoming a cesspit of bile and complaints instead of a forum for ideas to help make this a better city. It's not my choice, but seems to be the preferred direction for most others here. I'm not going to do what others do, and leave, but just fly my little flag for as long as I can!
We all gravitate towards people who share similar views as ourselves, and I'm no different. The people I know are too busy getting on with their lives and have no time nor inclination to find avenues, opportunities or fora to blame someone for something.
THAT'S why I have grave concerns when the comments section of the SWA is considered a barometer for general views. It really isn't.

I do not work for the council and am in no way defending them but come on people seriously are you for real the problem Newport has is not the council its the lack of respect that people have for the place I was born in Newport but grew up In monmouthshire I came back to Newport at the age of 15 and from then until now I have watched it plummit into the pit of a state its in now and its due to the people of Newport I sat in mc donalds car park the other day there was a car opposite me parked up with a bin in front of it the lads in their twenties instead of lifting their back side out of the car instead just undone their window and threw all the packaging on the floor (did these lads work for NCC?)seriously are you going to try telling me that.This behaviour is nothing but just pure laziness and lack of respect for the town we live in not only have people lost the will to smile or be polite but they are nothing but lazy and disrespectfull It was their actions they chose to throw it on the floor parents need to re **** what they are doing with their kids im a mum to two and already can see a huge difference in the way parenting is between different families.I was up spytty a few months back and there was under 5 yr olds riding bikes across the roads in front of cars in the dark at gone 9 pm!!! my kids are in bed safe at home not riding around on bikes with no lights that look like they were stolen from a little girl somewhere ..my point being we need to get the younger generation to have that little bit of respect back it frustrates me that people just cant see where we are going so wrong but it all starts at home and if these people of Newport give a **** then they will start changing their ways by teaching their kids respect as far as I can see the council try and educate the kids about litter and so on so our precious money we pay on taxes goes into the educations system for trips to wastesavers etc but if the kids dont give a **** when they get outside of school because at home they are shown its ok to not care and turn into those lads in their 20's they are set for life to be nothing but disrespectfull its time to change people wake up and smell the coffee sitting back and doing nothing wont help totally agree with the point about take aways above as well not only are they an eye sore they do create filth and also encourage people to eat all the rubbish going that then leaves a strain on our nhs services with obesity and diabetes its a ticking time bomb for those who cant resist and then our councils budget is blown on having to clean the rubbish up thats left behind thats blows down the streets I for one would rather see them spend money on better things myself

There is a simple solution to the litter problem in Newport. Move out the small percent of law abiding people, Build a 200 foot high wall all around Newport and fill it in. Problem solved.
