Caerphilly council to say sorry to carers

CAERPHILLY council must apologise to foster parents who were denied the chance to say a proper goodbye to a child they looked after for three years.

An investigation by the Public Services Ombudsman for Wales found the timing of the child’s move to new foster carers was influenced by money.

The couple made several complaints about the way in which the move was handled, which were partly upheld by the Ombudsman, who agreed social workers also failed to give an accurate explanation for the reasons surrounding the child’s removal from their care.

The report says the boy was to be moved to new carers better suited to his needs, and the transition was supposed to be phased.

But funding became available for the new placement, and as the council could not pay for two placements at the same time, the move was brought forward.

The report said this caused the couple distress and denied them their chance to say a proper goodbye.

The Ombudsman raised concerns that the timing of the move was influenced but finances, rather than what was best for the child, and advised the council to take steps to ensure similar failings do not occur in future.
