Man banned from town centre

A GWENT man branded a "nightmare" for terrorising residents is banned from a town centre at night after being made the subject of an anti-social behaviour order (ASBO).

Shaun Coffey, 20, is forbidden from entering the centre of Ebbw Vale between 8pm and 8am under the terms of the two-year ASBO.

A post-conviction order was made after Coffey, of Bryn-y-Gwynt, Ebbw Vale, was convicted of harassment and sentenced to a month's youth custody at Cwmbran magistrates' court.

Blaenau Gwent Councillor Brian Clements said Coffey was a "nightmare".

Councillor Clements said: "He thought he was the king and that everyone had to put up with him. People did for years.

"He was the boss of a small gang who were offensive and threatened people through their drink-related behaviour.

"Society has to tolerate him for the rest of his life. He doesn't work so I don't know where he gets the money to buy drink."

PC Mike Smith, Ebbw Vale's crime and disorder reduction officer, said police worked with people from the Briery Hill area of the town in applying for the ASBO. "Over 50 residents attended two public meetings after becoming concerned about anti-social behaviour of which Coffey was a part of," he said.

Councillor Clements said: "I'm hopeful people will get some peace now but I don't think ASBOs are working in Blaenau Gwent.

"When people get an ASBO, it's already too late for them. Something needs to be done to change people's mindset.

"The system should look at young offenders to put money and time into finding out what the cause of their offending is and whether it's the parents' fault ."

Coffey's two-year ASBO prohibits him from: * Entering Ebbw Vale's Bethcar Street or Market Street between 8pm and 8am.

* Using or encouraging others to use threatening, abusive or insulting words or behaviour in any place the public have access to.

* Causing harassment, alarm or distress or behaving in any way likely to cause harassment, alarm or distress to any person.

* Being drunk in a public place.

* Entering the following areas of Briery Hill - Saron Place, Zion Street, Drysiog Street, Roderick Place, High Street, Spencer Street, Railway View, Angel Square, Farm Fields Road, Commercial Street and Woodside Court.

If he breaches his ASBO he can get jailed for up to 5 years.
If he's sensible he'll accept it as a second chance and use it wisely.

why dont they just build a nice big jail .run by soldiers and have these guys .do the boot camp .not the softly softly prisons they got today . i bet you they will be to scared to do anything wrong when there let out .never mind tvs and pool tables they got in our prisons today its like a holiday camp.while hes not allowed in his own village he will be making some ones life terrible were ever he is ,the guys just plain evil . this country is a right laugh mind dont you think lol

LOCK HIM UP! I agree with you, John about a prison run by soldiers. They used to put people like this in the Military Correction Centre in Colchester (C Block). But do gooders thought it was too tough for them, so they scrapped it. Aww bless their little cotton socks!!

They should make these idiots do the 12 week army training course, it'll sort them out and you never know, some might get to like the routine and the traing and wat to join up permanently...them we can send them to Iraq and let the other young army lads already over there come back home!

Has anyone considered the circumstances behind Shaun’s offences? Is conventional punishment such as ASBO’s, going to help his situation or will it be detrimental to his rehabilitation? An educational programme or counselling that will cater to his needs may be more beneficial??

The trouble is, this 'softly softly' approach like 'counselling' is seen as a joke by many yobs who think they've 'got away with it'.

It seems to be 'oh, I had a terrible childhood, that's why I'm so bad'. Many other people have had poor childhoods and haven't gone on to terrorise an entire town centre...

yes,like the police and local coucillor said.Alchohol and the mentality of A 20 year old MAN who feels the need to run with A gang(who are probably younger than this moron)to make himself feel superior to other normal law abiding 20 year olds with lives!
