TEN flats could be created along Newport's Upper Dock Street after planning permission has been sought from the council to convert the upper floors of a former potato warehouse.

A Swansea-based company named Pound Palm Ltd has lodged the application to create six, one-bed flats and four two-bed flats in the top half of the three-storey building at the corner of Upper Dock Street and Skinner Street.

The ground floor containing Carousel Leisure and Amusement Arcade and the vacant Musical Instrument Specialists shop would remain untouched, according to the application.

"In terms of the character and appearance, a key aim of the detailed architectural design is to significantly improve the streetscape of Upper Dock Street while also being sensitive to the surrounding conservation area," the application states.

"The proposed development will improve vacant and redundant upper floors to provide a use that will assist in enhancing the vitality of the town centre."

The applicant also asks the council to waive or reduce the usual section 106 request for cash to boost parks and schools in light of the regeneration potential for the city centre.
