REVISED plans for 209 homes on the former paper mill site in Sudbrook have been submitted to Monmouthshire council's planning department.

Harrow Estates plc acquired the site in March 2011 and now propose to build 209 homes on the 10.7 hectares of brownfield land. The houses will be a mixture of two, three, and four bedroom homes.

The original planning application to build 340 homes on the site was refused by Monmouthshire council in 2012. It was refused by the council amid concerns that the development would treble the size of the village.

A subsequent appeal against the decision was dismissed by the then Welsh Assembly’s housing and regeneration minister, Carl Sargeant, in 2014, following a four-day public inquiry.

The paper mill closed in 2006 after 50 years and was demolished three years later. The application shows the proposed site will be accessed via Sudbrook Road where a new priority T junction with a crossing point will be put in place.

The developers say this access point has been reconfigured to ensure traffic further east into the village is minimised.

The priority at the existing access will be changed so that westbound traffic from Sudbrook Road will give way to eastbound traffic into the site.

Developers say this will have substantial benefits in terms of highway safety by helping to reduce traffic speeds through the existing 20mph limit on Sudbrook Road.

Plans show a creation of a new emergency access route along with new internal roads. There will be a pedestrian and cycle routes along with a potential to include a village square as a new community focal point.

The application went before Caldicot Town Council's planning committee today and is expected to go before Monmouthshire council's planning committee in the next few months.
