A CHEPSTOW man has been fined £1,500 and will have to undertake 250 hours of unpaid work after he admitted fly-tipping across Monmouthshire six times in just 17 days.

Andrew Mutlow, aged 22, of Western Avenue, dumped rubbish in Chepstow, Mathern, Rogiet, Portskewett and St Arvans over November and December 2014 despite being unregistered to dump waste.

He had offered to collect it to residents in the county, who paid him to take it away but he left it on roadsides.

On November 17, 2014 he dumped rubbish on Mounton Road in Chepstow and later at Bailey’s Hay Lane in Mathern.

Two days later, on November 19, 2014 he chucked more rubbish on Station Road in Rogiet and then in the Leachpool lay-by in Portskewett.

The last spate of his fly-tipping took place on December 4, 2014 on Penterry Lane in St Arvans and at the Upper Wyndcliffe car park in the same village.

Monmouthshire council’s leader Cllr Peter Fox said: “We will continue to do all we can to protect our wonderful environment from the blight of fly-tipping. We all have a duty in law to make sure that we dispose of our waste properly and if we give it to someone else for disposal we should ensure they are a registered carrier of waste.

“Residents and businesses should be aware that they could also be fined if the person delegated to deal with their rubbish disposes of it illegally. Our officers will take action and prosecute cases where there is evidence and this is the fifth successful prosecution in the last 18 months with a total of £8,000 in fines and costs awarded, reflecting public concern.’’

Mutlow was sentenced at Newport Magistrates’ Court on December 4.
