PLANS to build 31 homes on the site of a former Torfaen primary school will be discussed by councillors next week.

The Kemys Fawr Infant School, in Elm Grove, Sebastopol, was closed in 2014 as part of Torfaen County Borough Council’s 21st Century Schools scheme.

An application has been lodged to demolish the existing school building and re-develop the land for 31 houses – including a mixture of three-bed houses, two-bed houses and flats.

It is proposed that access on Oaklands Road – which previously served the school – will be kept and homes along South Avenue will have their own individual driveways directly off the carriageway.

A planning document confirms that the scheme has been developed in partnership with Melin Homes and will be delivered as a 100 per cent affordable housing scheme.

If Melin decides to pass on the land to a third party for a market scheme there would be a requirement for 25 per cent affordable housing of which 80 per cent should be socially rented.

In consultation, Torfaen CBC’s landscape officer said the loss of ecological connectivity within the site is not being replaced and called for additional street trees to be placed along South Avenue.

Three letters of representation have been received on the application expressing concern over parking issues and visual impact.

Plans are recommended for approval following a finalised section 106 agreement which requires the developer to follow conditions ranging from drainage to the protection of animal and plant species.
