PLANS to demolish a former Torfaen primary school site to build supported housing flats will be discussed by council planners this week.

Torfaen County Borough Council's planning committee will consider a proposal for Ysgol Panteg Primary School in Oxford Street, Griffithstown.

The school was closed earlier this year as part of the Welsh Government 21st Century School programme with pupils moving to a newly-built school at Panteg Steelworks.

Applicant Melin Homes hope to transform the site into seven supported living flats with a staff bedroom and public car parking.

The proposed specialist facility will support nine people to live an independent lifestyle, while ensuring they have the level of care necessary for their complex needs.

A planning document states the new facility will consist of two blocks - each of which will have a bedroom, lounge, bathroom and kitchen diner and residents will have 24-hour care.

The new development will also include a total of 30 car parking spaces, with four provided off Oxford Street to the East of the site.

Car parking spaces will be accessed by the existing site entrance off Hill Street with 12 public car parking spaces retained outside the site.

Torfaen CBC Highways Officers consider parking provision to be "acceptable" but requested that several conditions are added if the application was to be approved.

This includes restrictions on planting at the front of the site and measures to stop surface water draining onto the highway.

Other consultation responses include Welsh Water who requested that a drainage scheme is submitted in writing which can dispose of surface and land water by "sustainable means".

Natural Resources Wales also requested a condition is attached to protect the breeding sites and resting places of bats under the Conservation of Habitats and Species Regulations (2010).

Prior to the application, around 83 comments were received in relation to the demolition with some noting the building's 150-year age and requesting it should be listed.

Other comments referenced the "local roads being at capacity" and asked that the building should be converted or re-used for community purposes.

The plans are recommended for approval under several conditions covering highways, drainage and ecology.
