BLAENAU Gwent Council's Labour group have elected Headley McCarthy as their new leader.
In a secret ballot this afternoon, the 23 Labour councillors voted for the next in line to take over from John Hopkins.
Mr Hopkins resigned as leader two weeks ago after being threatened with a no-confidence vote by senior colleagues.
Mr McCarthy, a Llanhilleth ward councillor and executive member for the environment, took the title against fellow councillors Steve Thomas and David White.
The decision by the group will now have to be ratified by full council on Thursday.
