Valleys council to name and shame dog foulers


BLAENAU Gwent Council will start naming and shaming people who let their dogs foul in public on its website.

After the issue was raised in several PACT meetings, the council decided to take action on irresponsible dog owners.

Currently, there are 250 dog bins throughout the borough, along with 'no dog fouling' stickers on lamp posts and patrols by council officers in plain clothes in the early morning and evening in hot spots.

Areas including Cwm, Brynmawr, Swffryd, Llanhilleth and Bryngwyn School, Six Bells, were all patrolled between March and May.

The council has also introduced a hard-hitting marketing campaign showing the affects dog mess can have, depicting a child holding what appears to be faeces.

The Council has given out four fixed penalty notices of £75 in the past three years for dog fouling and in a bid to cut down on the problem, officers hand out free bags to people out walking their dogs in order for them to clean up after them.

The council is also starting a reward scheme, taking the names and details of people seen cleaning up properly after their dogs, and entering them into a monthly draw to win £100 shopping vouchers.

Under the new scheme, the council plans to put more bins throughout the borough in areas particularly affected by the problem, as well as having a team specifically to empty, clean and maintain the bins.

PCSOs will also be brought in to issue fixed penalty notices to people caught allowing their dogs to foul.

A council spokesman said: "Early reaction is positive - and we have support from the majority of dog owners who do behave responsibly.

"We have consistently warned that dog owners will face fines through the fixed penalty system and, if necessary, through the courts if they don't clean up."

There is a family not far from me (who appeared on a national TV programme not so long ago) who actually send their dog out for 'toilet walks' with their son. Fouling the street rather than their own back garden!

what a joke how the council makes out they care, they care about money....i asked why we got no dog bins where we live, was told we would have to wait till sep or october for them...i just had a read of this and could not stop laughing, what a joke they are...

Dog fouling in Blaenau Gwent.These wardens must be going around with there eyes shut.Four fines in 3 yrs. What a joke.If I could'nt do better than that I'd deserve the sack.Have a look up Oak street.Dog mess everywhere

Well, they've been busy then making this happen ! It happens too often and dog owners who let this happen should be fined a princley sum of £10,000. I bet they won't do it again. Let's have some money from the right places going into the coffers eh not from stealth taxes

Because of the lack of bins...dog owners think they can hang their 'poop bags' on hedges...has anyone noticed this ? disgraceful

I've got an idea...Paint 'NO DOG MESS' on the pavement with white gloss paint. I don't know who did it in my street but it worked

Lets kill all the naughty dogs (and those nasty cats)so there's no dogdoo on the pavements ,that way car owners can park on the pavements without going through it.
perhaps the cash earmarked for this would be better spent making these carowners park on the road.
the point being that most sidestreets you cant walk on the pavement for cars ,so stepping in dogdoo isn't a problem!!

As a responsible owner who always cleans up after my dog, I support both the name and shame iniative and the reward idea.

A big problem in parts of Llanhilleth are not so much owners who don't clean up, but those who don't even bother taking their animals for a proper walk and instead, let them out to wander around and, of course, leave their deposits everywhere.

If the wardens were to cast their nets...

if horse manure is so inoffensive why are the hores drawing carriages in cities made to wear nappies?

Horse manure is left for the public to make use of ie enriching your garden soil. Dog is something entirely different !. Dog's eat meat and rubbish and the bacteria that is deficated is very harmful. Horse manure, is ok to pick through and eat bits of it. Ask Bear Grylls, he'll show you what's good about it. Eating dog mess will kill you. Scraping it off your childs shoes or having a child with faeces residue on their hands is potentially fatal.
Belive me I'm a crap expert.

i like the fact that the council is doing something, but naming and shaming people on the council website?

The three readers who have ever accessed their council website will know it has been designed to tick a legal inclusivity box, with no thought to make it a good visitor experience worthy of bookmarking or repeat visits.

this is a national problem, and i would hope that someone brings some joined up thinking to this.

so why not consider a visitor-friendly national offenders website, with pix, names and addresses? All offenders are uploaded into all the relevant categories (including convictions for dog fouling).

it can include: a geographic and category search option; e-alerts to show us when someone from our area is uploaded; a forum for everyone to point fingers and laugh at offenders; a rating system for us to judge the stupidity of each offender; even a sponsored (so offsetting costs) awards ceremony at the end of each year.

c'mon councils, this is not rocket science, and any half decent comms company in the country could make this happen.
