PCSOs could fine litter louts and dog owners


POLICE community support officers could be given the power to issue fines for dog fouling and litter dropping in Blaenau Gwent.

A high number of complaints and a lack of staff to patrol public areas monitoring the problems has led to a proposed partnership between Blaenau Gwent council and Gwent Police to clamp down on the issues.

If the proposal is given the go-ahead by the council’s executive committee, PCSOs will be able to issue Fixed Penalty Notices (FPNs) to anyone in charge of a dog who fails to remove its faeces in a public place and anyone caught throwing or dropping litter.

FPNs are currently issued by the council’s environmental health officers and they would work with PCSOs on the crackdown.

The council says the partnership would lead to more flexible patrols and a more effective service.

The Police Reform Act 2002 gives suitably designated PCSOs the power to issue FPNs for offences including dog fouling and littering.

The council will continue to recover outstanding fines and instigate prosecutions.

Regular meetings will be held between the council and police to address issues and identify better ways to monitor the problems.

The council’s executive committee will discuss the proposal at its meeting tomorrow.

It is recommended to enter into an agreement with Gwent Police to grant the powers.

I say make Macdonalds and KFC's etc pay the PCSO's wages out of their huge profits.

Fining owners who fail to pick up is a good start, but how about dealing the lazy idiots who don't even take their dogs for a walk and just let them out to wander all day?

Well said. Aren't dogs supposed to be chipped?

The problem is that "chips" is what their owners are eating intead of walking the dog.

I walk my dog twice a day, pick up his mess and yes he has been chipped. I rarely eat chips myself so don't catogarise me with idiots woodgnome. Perhaps the pcso's in our area can fine the horse owners who foul the roads and make more mess in one outing than a dog in a year!!

Depends where it is, if's it the fields not my problem. Don't see many cows walked in the streets up here.

i love cows muck . its only grass great for the garden when well rotted
now dogs muck thats another story full of meat and don't it stink when rubbed into your carpet . yea i no so would cattle muck /but you don't get many horses wondering the street .

Why are PCSOs being given more and more powers? why arent they concerning themselves with the problems they where originaly set up to deal with? ie walking around neighbourhoods discouraging vandalism and antisocial behaviour, around these parts they are like shy woodland creatures.
Even if you catch a glimpse of a pcso
they will inevitably be with a proper copper so what is the point of them?
And as for dog mess, that subject attracts more hysteria than just about any other, and yes, what about horse manure, a lot of places where horses are used on the highway have bylaws enforcing the wearing of nappies by the horse, where i take my dog is used by horse riders as well, i would rightly be fined if i left dog excrement on the path so what about the horse riders? they leave far bigger momentos
