Councillor censured for breaching conduct


A FORMER council leader was censured for breaching his authority's code of conduct.

Councillor Brian Scully, who formerly led Blaenau Gwent council, was told to write letters of apology to the head of environment services and a junior member of staff. He escaped a potential six-month suspension.

The censure follows a report by local government onbudsman Adam Peat which found Councillor Scully had breached the code of conduct and "intimidated" the junior member of staff "into doing something she knew was not right."

The report found Councillor Scully had told her to alter an officer's letter to include that traffic calming measures would be carried out in Ebbw Vale's Emlyn Avenue, despite the fact he knew there were no funds for them.

Councillor Scully had denied the allegations.

At a standards committee yesterday, Councillor Scully was told he was being censured, and will have to re-train in the code of conduct and the protocol in relationships with members of staff.
