WE were all devastated to learn of the tragic incident in Argoed last week. I would like to extend my deepest condolences to the family and friends of Cerys Yemm at this very difficult time.

I, like many local residents, am struggling to comprehend this senseless act of violence. Such violence is extremely rare and has shaken our community to the core.

I understand and share the concerns that have been raised by local residents about safeguarding procedures. It is clear that Matthew Williams posed a significant threat to the public and that this threat was not effectively managed upon his release from prison, with devastating consequences.

There has also been a lot of media speculation about Matthew Williams’ background, and the role that mental health, alcohol and drug abuse may have played in this case. Although we do not currently know the full facts of the case, these are important lines of inquiry that will be fully investigated. It is important that we allow time to establish the facts, and avoid unhelpful speculation.

The Ministry of Justice have confirmed that they will immediately launch a serious further offence review, which is held when an individual commits a crime within 30 days of leaving prison or while they are on license. I understand that the review will examine the circumstances of Cerys Yemms’ death, the management of Craig Williams following his release from prison and the steps that can be taken to improve public protection. Gwent Police have also launched their own murder investigation and the Independent Police Complaints Commission (IPCC) is investigating the Polices’ response following the death of Matthew Williams at scene.

I will monitor developments in these investigations closely in coming weeks. It is important that lessons are learned to try to make sure that nothing like this can ever happen again.
