TORFAEN is amongst the first tranche of areas included in the national roll-out of Universal Credit that’s due to commence on April 13, although I’m advised that it will initially apply only to new claimants who are single and don't have a mortgage. People who are currently claiming Jobseekers Allowance will be unaffected for the time being, unless they sign off and reapply.

Clearly, adapting to monthly payments will be challenging for those used to budgeting weekly, and I’m concerned that the system is entirely web based, when we know many households affected by welfare reforms do not have internet access at home.

But much as we need to be alive to these issues – I also think it’s important people don’t panic; particularly when, in Torfaen at least, there is already a strong history of organisations working together to support people and mitigate some of the worst aspects of welfare reform.

Indeed, there is a long established Welfare Reform Group that brings together social landlords, organisations like the Citizen’s Advice Bureau, representatives from Torfaen Council and others, who have long been working together and preparing for this change.

Meanwhile, Bron Afon Community Housing have also been proactive; working with the Welsh Government to monitor the impact of welfare reforms on the ground, as well as liaising with the DWP at a UK level to try and shape and modify their approach to delivering Universal Credit nationally.

I think the most important message for those worried about the move to Universal Credit is to seek out expert help at the earliest possible opportunity - and there are a range of organisations out there that can provide advice and support.

For some, this may just mean opening a channel of communication with their social landlord, who will have specially trained officers to help tenants affected by welfare reform.

But for those who would rather seek independent advice, organisations like the CAB and Shelter can provide considerable expertise and practical support eg: advice on monthly budgeting and managing bill payments.
