Bond Film: The Presiding Officer refused to allow the filming of the Bond film in the Assembly because she believed that the risk to the Siambr and potential for disruption to business was too great.

When I was a Commissioner I readily agreed to the filming of episodes of Dr Who at the Assembly subject to specific safeguards.

I believe that to understand her decision, the Presiding Officer must give a deeper insight into her considerations and details of the filming schedule.

Budget 2015: The Chancellor set in place measures to sustain the UK’s & Wales’ economic recovery and took a further step along the road from austerity to prosperity.

Before the announced increase in personal tax allowance, actions taken by this government had already lifted 155,000 people in Wales out of income tax altogether. The proposed increases in personal tax free allowances will mean that a typical working taxpayer will be over £900 a year better off.

The new Help to Buy ISA will assist over 45,000 first time buyers, easing their access to the housing ladder in Wales. While the new tax free savings measures will benefit all savers throughout Wales.

This, together with the fall in unemployment, will allow the benefits of our economic recovery to be realised with security of a meaningful job, a regular wage, a better standard of living and sustained economic growth across Wales.

M4 Relief Road and the Circuit of Wales: This month, both these proposals have been the subject of a planning inquiry or judicial review. Putting these projects to one side for a moment, there is universal acknowledgement that to be successful at attracting further inward investment to our region.

l We need to address traffic congestion along the M4 around Newport.

l We need to be able to accommodate projects that provide opportunities to regenerate our valley communities.

One of the key objections to progressing these projects relate to the environmental issues. These are valid objections, and at the crux of resolving these matters will be a judgement on overriding benefits to our quality of life – both economic and leisure.

There is a unifying factor linking the M4/M4 Relied Road, the Circuit of Wales and the Gwent Levels/Wetland Reserve, they will be man made. Their creation may occur over a decade or over thousands of years, but they will have been created to allow agricultural, economic and transport developments by communities along the Usk and Severn valley’s.
