CAERPHILLY county borough is largest of the five authorities in Gwent.
The council has 73 members, whose allowances and expenses totalled £1,236,901.91, the highest figure in Gwent.
Former council leader Lindsay Whittle, who stepped down in May after being elected as Plaid Cymru’s Assembly Member for South Wales East, was the top earner in the whole of Gwent, taking home £49,403.66.
Cllr Allan Pritchard, who replaced him as leader, said: “We have a duty to serve the people of Caerphilly county borough and put their best interests first.
“Everyone is feeling the impact of the current economic climate and we felt it would be inappropriate for us as elected members to increase the rate of allowances for members – this has been the case since 2008.
“We recognise that councillors provide a vital service in their local community and should receive an appropriate allowance to reflect their hard work and commitment, but this was the right decision to take.”
