RESIDENTS on the street told the Argus the police had arrived quietly at around 12pm, although one resident said he saw police in the area at around 9am.
One couple, Mr and Mrs Brown, who live on Malpas Road, said they did not know police were outside their house until they went out at around 11.45.
"We were going out and we found them there putting the tape up," Mrs Brown said. "We offered to move our cars but we haven't been told why they are here or what's going on."
POLICE have not yet confirmed if the cordon off the main Malpas Road close to the fire station, is linked to the murder enquiry.
The road, which is immediately next to the main A4051 Malpas Road before the roundabout for the M4, has not been closed for long, residents say.
The section of road cordoned off covers a dead end used by residents as a turning area.
Michael Buttress, who lives on the road, said he had returned from a walk into the city centre to find police and tape up.
He said: "there was nothing here about an hour ago.
"near the cordoned off area there is a little path up to the top, I used to take my dog up there and it goes through a little wooded copse.
"It's a bit scary, this is a nice area that's normally pretty quiet."
Area covered by the second cordon:
A CITY councillor said he was shocked by the news that a body has been found at an address within his ward.
Cllr Paul Cockeram, a Newport council member for Shaftesbury, gave his condolences to the family of the 21-year-old woman found at an address in Bryn Bevan.
He said: “What can I say? I’m shocked and bewildered. My condolences go out to the family.”

AN EYEWITNESS has told the Argus that there are two separate scenes involving police in two nearby parts of Malpas.
The man, who didn’t want to be named, reported police activity in Bryn Bevan, which he said was cordoned off.
He added that a house and a lane that runs parallel to Malpas Road were also cordoned off, with two police officers present.
