A PILL convenience store is to have its licence reviewed after Gwent Police officers said it is “contributing to the anti-social behaviour and disorder” of the area.

Gwent Police Chief Constable Jeff Farrar served the application to review the licence of Lifestyle Express on Commercial Road, claiming the shop is undermining a public safety programme.

Newport City Council licensing sub-committee will review the licence on March 10.

Licensing officer PC Rachel Honey-Morris agreed with off licence owners in Newport city centre and Pill in October 2014 that they should only sell super strength lager in packs of four and not as single cans, in a bid to crackdown on anti-social behaviour from “street drinkers” in the area.

In a supporting statement, PC Paula Spence said that in the past three years she has become aware of a group of two to 20 “street drinkers” who gather in Pill.

She said: “Their prolific and intoxicated conduct presents extremely intimidating, threatening and alarming behaviour from as early as 8am to the early hours of the morning sometimes through into the following day.”

In a supporting statement for the review, PC Honey-Morris said: “It has been identified by a number of other off licences within the area and street drinkers themselves, that this premises is responsible for serving single cans of alcohol over seven per cent.

“I strongly believe the premises licence holder and designated premises supervisor are not promoting the licensing objectives and are contributing to the anti-social behaviour and disorder that these individuals cause by serving them alcohol within Newport city centre and the Pill area.”

The premises license holder was invited to Newport Central Police Station to discuss the issue in December but did not attend.

The shop has held a licence since 2005, which authorises the sale of alcohol for consumption off the premises between 7am and 11pm each day of the week.

In 2012, the licence was subject of consideration by Newport City Council due to an application to review by Newport trading standards office following underage alcohol sales from the premises.

The Argus contacted Lifestyle Express yesterday, but we were told no one was available for comment.
