WHY do so many drivers on the Southern Distributor Road feel they do not need to drive in accordance with the Highway Code? It amazes me that drivers comply with the code on all other dual carriages, however not the SDR.

They sit in the outside lane for miles and I regularly observe cars undertaking on the inside as that lane is empty! The code states the outside line is for overtaking only, however, for some reason the drivers in Newport seem to have other ideas. Even when there is very little traffic on the road I still see a lone driver in the outside lane.

Can I ask all drivers to follow the code which in turn will remove the dangerous act of undertaking?

The outside lane is also for turning right. Perhaps the phenomenon of which you write is due to the abundance of roundabouts and signalised junctions?
