Regarding disabled access to Belle Vue Park pavilion, Newport Carers Forum has used the pavilion since 2010.

We recently did a risk assessment so that disabled carers could continue to attend meetings.

We now have a key to remove the bollards to drop disabled members off in front of the pavilion and then park our cars in the car park above. The problem arises where the driver of a car is disabled as they are not permitted to leave their car in front of the pavilion.

The disabled parking spaces are at the top of some steps. The only alternative access is on the road.

In bad weather, this is unsafe for people with mobility problems. A council officer stated that a wheelchair is available to transfer disabled people. Is there also a council employee available to push the wheelchair?

Such restricted disabled access to the pavilion is breaking the Disability Discrimination Act. The answer is to create a few parking bays on ground level to the pavilion and move the bollards nearer to the building.
