It's just another public sector figures manipulation exercise. They don't "officially" enter the A&E until the ambulance crew release them. They don't accept them from the crews until they're ready, hence the reason that the ambulance service in gwent is so poor. The A&E reach their targets whilst people lay in the road for hours waiting for an ambulance.  − bystander
