Monmouthshire County Council RECRUITMENT OF MEMBERS FOR EDUCATION APPEAL PANELS - VOLUNTEER SCHOOL STANDARDS AND FRAMEWORK ACT 1998

Monmouthshire County Council is required to establish education appeal panels to hear appeals regarding the admission and exclusion of pupils. We are looking to recruit both lay members and experienced members to sit on these panels. The local authority must appoint either 3 or 5 members to each panel. Each panel must consist of at least one lay member and one person with experience in education.

To be considered as a lay member, you must:

(a) be a person without personal experience in the management of any school or the provision of education in any school (other than as a school Governor or in another voluntary capacity would be permitted), and not have, nor at any time have had, any connection with the local education authority, or any person who is a member of, or employed by, the authority, or if there is another reason to call into question their ability to act in an impartial manner.

To be considered as an education member:

(a) be a person with experience in education, who is acquainted with educational conditions in the area of the authority, or who is the parent of a pupil registered at another school.

As a panel member you are eligible to receive allowances for financial loss, travel, and subsistence in line with the Local Government (Wales) Measure 2011.

Appeal panels with hear appeals from pupils in both primary and secondary schools. Panel normally sit between the hours of 9am and 5pm Monday to Friday. Those appointed to the appeals will always be consulted as to their availability for attendance at hearings on particular day.

These Panels ensure a fair and independent hearing for those parents or carers who are not satisfied with the local authority's decision to refuse their child a place at a particular school and to hear appeals against decisions to exclude pupils from schools in Monmouthshire.

As a panel member you will need to be impartial, objective, sensitive, and keen to contribute. Those persons appointed will receive training prior to sitting on an appeal panel.

Rydym angen recriwtio aelodau lleyg ac aelodau profiadol er mwyn bod yn rhan o'r paneli yma. Rhaid i'r awdurdod lleol apwyntio naill ai 3 neu 5 aelod i bob panel. Er mwyn bod yn aelod lleyg, rhaid i chi:

(a) fod yn berson heb brofiad personol o reoli unrhyw ysgol neu ddarparu addysg mewn unrhyw ysgol (ac eithrio fel Llywodraethwr ysgol neu mewn capasiti gwirfoddol arall a ganiateir) ac ni ddylai'r person feddu, neu wedi meddu ar unrhyw adeg, ar unrhyw gysylltiad gyda'r awdurdod addysg lleol, neu unrhyw berson arall sydd yn aelod, neu wedi ei gyflogi, gan yr awdurdod neu os oes yna reswm arall dros gwestiynu gallu'r person i weithredu mewn modd diduedd.

Er mwyn bod yn aelod addysg, rhaid i chi:

(a) fod yn berson sydd a phrofiad ym myd addysg, yn gyfarwydd gydag amodau addysgol yn ardal yr awdurdod neu'n rhiant ar ddisgybl sydd wedi cofrestru mewn ysgol arall.

Fel aelod panel, byddwch yn gymwys i dderbyn Iwfans ar gyfer unrhyw golledion ariannol, teithio a chynhaliaeth yn unol gyda Mesur Llywodraeth Leol (Cymru) 2011.

Bydd paneli apel yn gwrando ar apeliadau gan ddisgyblion mewn ysgolion cynradd ac uwchradd. Bydd y paneli fel arfer yn dod ynghyd rhwng 9am a 5pm o ddydd Llun i ddydd Gwener. Byddwn yn gofyn i'r sawl sydd yn cael eu hapwyntio am eu hargaeledd er mwyn medru mynychu gwrandawiadau ar ddiwrnodau penodol.

Mae'r Paneli yma yn sicrhau bod rhieni neu ofalwyr yn derbyn gwrandawiad teg ac annibynnol os ydynt yn anhapus gyda phenderfyniad yr awdurdod lleol i wrthod rhoi lie i'w plentyn mewn ysgol benodol ac i wrando ar apeliadau yn erbyn penderfyniad i wahardd disgyblion o ysgolion yn Sir Fynwy.

Fel aelod panel, bydd angen i chi fod yn ddiduedd, yn wrthrychol, yn sensitif ac yn barod i gyfrannu. Bydd y bobl sydd yn cael eu hapwyntio yn derbyn hyfforddiant cyn ymuno gyda'r panel apel.
