HYSBYSIR TRWY HYN fod CYNGOR BWRDEISTREF SIROL TORFAEN wedi gwneud Cyfarwyddyd o dan Erthygl 4(2) Gorchymyn Cynllunio Tref a Gwlad (Datblygiad a Ganiateir yn Gyffredinol) 1995 (fel y'i diwygiwyd)("y Gorchymyn"). Cafodd y Cyfarwyddyd ei wneud ar 19 Rhagfyr 2017.
Mae'r Cyfarwyddyd yn berthnasol i'r rhan hynny o Ardal Gadwraeth Blaenafon a ddangosir gydagymyl coch ary cynllun a atodir ("y Tir").
Effaith y Cyfarwyddyd hwn yw nad ywr caniatad a rhoddir gan Erthygl 3 y Gorchymyn yn cynnwys datblygiad o'r math a benniryr Atodiad yr Hysbyseb hwn ac ni wneir gwaith datblygu o'r fath ary tir oni bai bod caniatad cynllunio yn cael ei rhoi gan y Cyngor yn dilyn cais a wneir at y Cyngor.

Ymestyn, gwella neu newid arall i breswylfa, ble byddai unrhyw ran o'r ymestyniad, gwelliant neu newid yn wynebu priffordd, dyfrffordd neu ofod agored; (Dosbarth A Rhan 1 Atodiad 2 y Gorchymyn).
Ymestyn preswylfa sy n cynnwys ychwanegiad neu newid i w tho ble byddai'r ymestyniad yn wynebu priffordd, dyfrffordd neu ofod agored; (Dosbarth C Rhan 1 Atodiad 2 y Gorchymyn).
Codi neu adeiladu cyntedd y tu allan i ddrws allanol preswylfa ble mae r drws allanol yn wynebu priffordd, dyfrffordd neu ofod agored; (Dosbarth D Rhan 1 Atodiad 2 y Gorchymyn).
Gosod unrhyw le yng nghwrtil y breswylfa- (a) unrhyw adeilad neu amgae, llwyfan dyrchafedig, pwll nofio neu bwll arall y mae ei angen at ddiben sy n gysylltiedig a mwynhau r breswylfa fel y mae, neu gynnal a chadw, gwella neu newid arall i r fath adeilad, amgae, llwyfan neu bwll; neu (b) cynhwysydd a ddefnyddir at wresogi domestig at ddibenion storio olew neu nwy petrolewm hylifedig ble mae r llwyfan, pwll neu gynhwysydd yn wynebu priffordd, dyfrffordd neu ofod agored; (Dosbarth E Rhan 1 Atodiad 2 y Gorchymyn).
Darparu o fewn cwrtil preswylfa arwyneb caled at unrhyw ddiben sy n gysylltiedig a mwynhau r breswylfa ble mae drws yr arwyneb caled yn wynebu priffordd, dyfrffordd neu ofod agored; (Dosbarth F Rhan 1 Atodiad 2 y Gorchymyn).
Codi, adeiladu, cynnal a chadw, gwella neu newid clwyd, ffens, wal neu amgae arall oddi mewn i gwrtil preswylfa a fyddai n wynebu priffordd, dyfrffordd neu ofod agored; (Dosbarth A Rhan 31 Atodiad
2).
Peintio y tu allan i unrhyw ran o breswylfa neu adeilad neu amgae oddi mewn i gwrtil preswylfa sy n wynebu priffordd, dyfrffordd neu ofod agored (Dosbarth C Rhan 2 Atodiad 2).
Unrhyw waith adeiladu sy'n cynnwys dymchwel yn gyfan gwbl neu'n rhannol unrhywglwyd, ffens, wall neu amgae arall ble mae dymchwel y glwyd, ffens, wal neu amgae arall oddi mewn i gwrtil preswylfa a fyddai n wynebu priffordd, dyfrffordd neu ofod agored; (Dosbarth B Rhan 31 Atodiad 2).

NOTICE OF MAKING A DIRECTION UNDER ARTICLE
4(2) OF THE TOWN AND COUNTRY(GENERAL PERMITTED DEVELOPMENT) ORDER l995 (AS AMENDED)
NOTICE IS GIVEN that TORFAEN COUNTY BOROUGH
COUNCIL has made a Direction under Article 4(2) ofthe Town and Country Planning (General Permitted Development) Order 1995 (as amended) ("the Order").
The Direction was made on the 19th of December 2017.
The Direction applies to that part of the Blaenavon Conservation Area shown edged red on the attached plan ("the Land").
The effect of the Direction is that permission granted by Article 3 of the Order shall not apply to development of the type specified in Schedule to this Notice and that such development shall not be carried out on the Land unless planning permission is granted bythe Council on an application made to the Council.
SCHEDULE
The enlargement, improvement or other alteration of a dwelling house, where any part of the enlargement, improvement or alteration would front a highway, waterway or open space; (Class A Part 1 of Schedule 2 to the Order).
The enlargement of a dwelling house consisting of an addition or alteration to its roof where the enlargement would front a highway, waterway or open space; (Class C Part 1 of Schedule 2 to the Order).
The erection or construction of a porch outside any external door of a dwelling house where the external door fronts a highway, waterway or open space; (Class D of Part 1 of Schedule 2 to the Order).
The provision within the curtilage of the dwellinghouse of? (a) any building or enclosure, raised platform, swimming or other pool required for a purpose incidental to the enjoyment of the dwellinghouse as such, or the maintenance, improvementorotheralteration ofsuch abuilding, enclosure, platform or pool; or (b) a container used for domestic heating purposes for the storage of oil or liquid petroleum gas, where the platform, pool or container fronts a highway, waterwayor open space; (Class E Part 1 of Schedule 2 to the Order).
The provision within the curtilage of the dwellinghouse of a hard surface for any purpose incidental to the enjoyment of the dwelling house where the hard surface door fronts a highway, waterway or open space; (Class F of Part 1 of Schedule 2 to the Order).
The erection, construction, maintenance, improvement or alteration ofa gate, fence, wall or other means ofenclosure within the curtilage of the dwelling house which would front a highway, waterway or open space; (Class A of Part 31 of Schedule 2).
Thepaintingoftheexteriorofanypartofadwellinghouseoranybuilding or enclosure within the curtilage of the dwelling house which fronts a highway, waterwayoropen space(ClassC ofPart2 ofSchedule2).
Any building operation consisting of the demolition of the whole or part of any gate, fence, wall or other means of enclosure where the demolishing of the gate, fence, wall or other means of enclosure is within the curtilage ofadwellinghouse which would frontahighway, waterway or open space; (Class B of Part 31 of Schedule 2).
A copy of the Direction and of a map defining the area to which it relates may be seen at Ty Blaen Torfaen, Panteg Way, New inn, Torfaen, NP4 0LS during normal opening hours. Any representations about the Direction may be sent or delivered in writing addressed to Mr R. Lewis, Chief Planning Officer, Ty Blaen Torfaen Office, Panteg Way, NewInn, Pontypool, NP4 0LS or email: stephen.peel@ torfaen.gov.uk.
All representations must be received by 23rd January 2018 .
Unless the Direction is confirmed by the Council, the Direction will expire six months after the date it was made. In considering whether or not to confirm the Direction, the Council will take account ofany representations received.
