A SECOND dispersal order in week has been issued by Gwent Police for a neighbourhood in Newport.
An incident prompted a large emergency services presence in Newport city centre today.
The M48 Severn Bridge has been closed both ways due to high winds. Diversion is via the M4 Prince of Wales bridge. Elsewhere, an accident between junction 33 Cardiff West Services and junction 32 at Coryton is causing long delays. One lane was closed which has reopened but long delays remain.

The police have launched an appeal to find a missing Newport man with Monmouthshire links.
There is currently a large emergency services presence in Newport city centre. The fire and police services are attending to an incident along High Street.
Some people across South Wales have woken up to snow this morning. There is snow on the A465 Heads of the Valleys road, Ebbw Vale and in Blaenavon. BBC Breakfast forecaster Carol Kirkwood said: "Parts of Wales have seen some snow this morning and it is all courtesy of a weather front which has been coming in from the south-west and pushing steadily northwards with further showers following in behind. The other thing to look out for today is the wind." In todays weather outlook a spokesperson for the Met Office said: "Heavy rain and perhaps some snow in the northeast slowly clearing, otherwise briefly fine."
