David Barnes, who was at the scene, said: "There is a mass evacuation of people in offices, pubs on Newport High Street near the Corn Exchange Kings Head fire engine in attendance."
The South Wales Fire Rescue Service said that they attended reports of an alarm sounding but that no fire was discovered.
