A police spokeswoman said: "At approximately 12.30 noon officers attended the scene of a road traffic collision near Pie Corner in Newport, whereby a van had collided with two cars and a nearby overhead bridge.
"A 51-year-old male from the Cardiff area has been arrested on suspicion of dangerous driving, failing to stop and theft.
"He remains in police custody."

A Gwent Police spokeswoman said she could "only confirm police are currently dealing with an incident near Bassaleg Road, in Newport".

A POLICE incident under a railway bridge has closed off a road in Newport.
Pictures show a white transit van underneath the bridge surrounded by three marked police cars.
Witnesses have told the South Wales Argus that the road is blocked, with traffic being diverted from the scene.
It's unclear what has happened at this stage, and Gwent Police have been contacted for further information.
