NOT enough is being spent on education in Gwent, according to the National Association of Head Teachers.
Blaenau Gwent is claimed to have spent 99.9 per cent of the Indicator-Based Assessment (related to the delivery of education services); Newport 97.7 per cent; Torfaen 98.2 per cent and Monmouthshire 94.3 per cent.
Only Caerphilly is recorded as spending more than the IBA at 100.2 per cent.
NAHT said its research showed that 14 of 22 councils in Wales were spending below expected budget levels. It is calling on the Assembly to take action.
But authorities do not have to spend the exact IBA as the funds are not ring-fenced and the Welsh Local Government Association said councils had increased their budgets.
It was recently revealed that schools in Newport had consistently outperformed others in Wales with some of the best scores in core subjects.
