Gwent Police's collisions investigation unit was pictured on the scene at 5pm.
A witness said: "A big chunk of the car park is cordoned off.
"But there's no sign of a crash or anything apart from that. There's a big pile of rubbish inside the cordon too."
Gwent Police have been contacted for information.
