Ms Vaughan has lived in the block of flats, owned by Newport City Homes, since August last year. She lives with her two-year-old son Jayden and five-month old daughter Sian-Delicia.

Simon Andrew, deputy director of property and places at Newport City Homes, spoke of the incident and said: “The health and wellbeing of our residents remain our top priority.

"We will continue to work with our residents to address any issues within Newport City Homes properties and make sure that these are resolved as quickly as possible.”

Speaking of the horrifying discovery, Ms Vaughan said: “It was about 9am and I was giving Jayden a kiss to say goodbye as my partner was taking him to playgroup.

“That was when I saw him reach out to grab something on the railings in the communal area. I stopped him just in time, thank God, and I was straight on the phone to Newport City Homes.

“It was practically outside my door. About two hours later a cleaning company came and removed it.

"It was absolutely horrible.

"I’ve never been so livid in my adult life.”
