The deputy leader of Newport city council has been announced as one of four candidates selected by Welsh Labour to stand for election to the European Parliament.
Four Members of the European Parliament (MEPs) will be elected in Wales between May 23 and May 26 this year.
Cllr Whitcutt joins Jackie Jones, MatthewDorrance and MaryWimbury on the ballot for Labour.
At the moment there are 751 MEPs in total and the UK has 73. Four are chosen to represent Wales.
Labour's Derek Vaughan, Plaid Cymru's Jill Evans, Tory Dr Kay Swinburne and Nathan Gill of the Brexit Party are the current MEPs for Wales.
The EU is planning to reduce the number of seats in the parliament to 705 when the UK leaves.
There will be a reallocation of 27 of the UK's seats to 14 other member states that are currently underrepresented. The rest will be set aside possibly be given to new member states that may join the EU.
If the UK agrees a deal to leave after the elections, then the elected MEPs will not take their seats.
