A POPULAR coffee shop has applied for permission to sell alcohol and play recorded music.

Parc Pantry in Malpas, Newport, currently operates as a daytime coffee shop serving sandwiches, cakes and afternoon teas.

The owners have lodged a licensing application to allow alcohol to be sold and recorded music to be played during opening hours from 8.30am to 4pm Monday to Wednesday, as well as 8.30am to 11pm Thursday to Saturday and 10am to 10pm on Sunday.

The plans would see alcohol sold for consumption "on and off the premises."

An application says the business will continue to close at 4pm but that the venue could sell alcohol and play recorded music for private hire events at the later times.

Newport council has withdrawn an objection to the plans after the store agreed to meet several conditions, including that CCTV will be installed inside and outside the premises.

But some residents in the area have objected to the plans.

One objector says voices worries the changes could encourage a "younger, rowdier clientele" in a quiet residential area.

Concerns over parking issues have also been expressed, with one person saying the thought of worsening existing problems is a 'nightmare' to residents.

However the application sets out a number of measures that will be taken to ensure licensing conditions are met.

These include that music levels are maintained at a "comfortable level" during opening hours.

If the coffee shop operates in the evenings notices will be displayed requesting to respect the needs of nearby residents and to leave the area quietly.

Deliveries to the venue will also be carried out in the early hours of the morning or day time to reduce any inconvenience.

The company left its base in Belle Vue Park in the autumn

after failing to reach an agreement with Newport council.

At the time the owners said they were still actively looking for new venues across South Wales, and made it clear the announcement did not affect their principal store in Malpas.

Newport City Council's licensing sub-committee will decide the application at a meeting on Monday, May 13.
