The only listed element to be affected by the development is the eastern boundary wall, which will be managed under ecclesiastical exemption.
The external changes are not expected to impact the setting of the listed church.
The Highways Authority has raised no objections to the development.
The site will provide four parking spaces, cycle storage in the garage, and potential for electric vehicle charging, with further details required in line with the planning conditions.
All five units in the new facility exceed the bedsit licensing standard of 13 square metres.
However, three of the rooms fall below the flat conversion supplementary planning guidance of 45 square metres.
In the context of supported living and the availability of communal facilities, the room sizes have been deemed acceptable.
The development is not expected to impact bats or trees, as there will be no external changes.
A bat advisory note has been added to the planning conditions, and a biodiversity enhancement plan is required.
The plans show adequate space for waste management, but a detailed management plan is also required.
A total of 63 neighbours and three councillors were consulted about the plans, but no objections or comments were received.
The development will not require any S106 obligations, and as the use class is C2, affordable housing contributions do not apply.
The facility will house a maximum of five residents, with one per unit, to ensure compliance with amenity and parking expectations.
