Neighbours have helped block plans for new homes by raising concerns about privacy, safety and the character of their community.

Newport City Council has rejected the proposal to build two dormer-style bungalows next to a property on Ridgeway Hill, Allt-yr-yn, after receiving a strong wave of objections from residents.

The plans, submitted by D Watts, were for properties with parking and gardens on a plot of land within a bungalow estate originally developed for retired and disabled residents.

One resident at nearby Ridgeway Park Road, said: "They would block out light and infringe my privacy."

A neighbour at Ridgeway Gardens raised four main concerns about the development: that the bungalows would be "out of character with [an] established bungalow area," would lead to "loss of privacy and overlooking," would negatively impact "elderly and vulnerable residents" and would amount to "overdevelopment of the plot."

The resident at Ridgeway Hill said the estate was designed specifically for "disabled and retirement people" and argued the new homes would be "totally out of place and character."

They pointed out that no other properties in the area have pitched roof windows, and described the proposed dormers as "an invasion of privacy" that would overlook their back garden.

They said the design failed to respect the staggered building line of neighbouring properties, and estimated the plot 2 bungalow would stand just "within about 3 feet of the pavement."

Newport City Council planning officers agreed with the residents’ concerns in their refusal notice.

They described the plans as an "incongruous form of development" out of keeping with the "established pattern of bungalows with open, low-rail frontages and modest gardens" on Ridgeway Hill and Ridgeway Park Road.

The council also raised road safety issues, stating the design did not provide the necessary pedestrian sightlines within the applicant’s land, which would compromise the "safe and efficient use of the highway network and pedestrian safety."

Their decision also cited an unsigned affordable housing contribution and unresolved parking concerns as further grounds for refusal.

Without the required agreements and with key safety and design concerns outstanding, the council concluded that the new homes could not be supported.

The decision means the existing character of the quiet bungalow estate will remain unchanged for now.
