Some drivers appeared to reach the cordon expecting to continue towards the Southern Distributor Road, only to have to turn around as the closure remained firmly in place.
Pedestrians faced less disruption, with an officer at the scene explaining that people would be allowed to walk through the closure to reach the SDR.
Beyond the cordon, attention was turning to clearing away the damaged vehicles.
One of the two cars involved in the collision was already sitting on the back of a recovery truck, while preparations were being made to tow the second away.

When we arrived, an officer said the incident had entered its “recovery phase” and indicated the road would reopen shortly once the vehicles had been removed.
It was a considerably calmer scene than had greeted residents earlier in the afternoon.
The crash initially prompted a significant response from the emergency services, with footage from the scene showing three fire engines and at least five police vehicles.
One of the cars had overturned onto its roof while the other had sustained significant damage to its front.
Police maintained the road closure while recovery work continued, ensuring crews had space to remove the vehicles and clear the carriageway.
By shortly after 2pm, the emergency response was gradually wound down.
Cars were continuing to reach Aberthaw Road before officers sent them back towards Penkin Hill as the final stages of the operation continued.
Gwent Police confirmed officers had received a report of the collision at around 1.30pm.
