CROSS Keys plan a meeting of clubs throughout the Welsh League before putting forward a plan for provincial rugby to an extraordinary general meeting of the Welsh Rugby Union.

But before setting a date for that meeting, secretary Chris Clarke is to sit down with interested parties to try to agree a new overall structure that will be acceptable to almost all.

Keys decided to pre-empt new Welsh Rugby Union chief executive David Moffett and try to gain the support of the ten clubs need to call an EGM to put Moffett's proposal for four provinces forward.

One reason was that they feared meetings with the Premier clubs might mean a watering down of his plan and the reintroduction of 'Super Clubs' with the views of the other 230 Welsh clubs ignored.

"Since you published the story I have been overwhelmed by the amount of support," said Clarke. "Particularly among the First Division clubs.

"I am sure I could get the ten signatures necessary to call an EGM from that division alone.

"But we have to try to ensure the structure below provincial rugby is right, something that hasn't been mentioned by the WRU, so this weekend we'll be working and meeting with others to try to ensure that.

"At the end of the day we want a structure that suits 239 clubs and not just five. We want to get clubs in all the current divisions of the Welsh League involved in discussions so that we can go forward as one."
