WHEN the possibility of litigation raised its ugly head Newport council response was to put, at the appropriate times, road closed signs on the entrances to the pedestrianised shopping area.
Would Gwent Police be culpable if an emergency vehicle was unable to reach an incident because of obstructive parking?
The corner at the bottom of Hill Street being one good example. The Charles Street, Talbot Lane corner another.
What if a pedestrian were injured having to walk on the road because of pavement parking. Where would the blame ultimately rest?
Maybe all, let’s not forget the police commissioner, would share the guilt.
Council for not renewing road markings, police for failing to enforce them.
Police commissioner, for, not doing whatever he’s supposed to be doing?
