Gipsy plans threaten Celtic Manor development - claim

A GIPSY and traveller site planned for Newport could jeopardise the future development of the city’s five star Celtic Manor Resort, it has been claimed.

Agents acting on behalf of the premier resort say plans to build ten visitor lodges have been put on hold over worries about the potential siting of a transit site off the A449.

In objections made to the council, they say the proposed site, currently used as a council depot, will be visually prominent within the sensitive landscape.

They say it would be 500 metres from the planned self-catering lodges south of the 16th and 17th holes on the 2010 golf course, as well as land where it plans to build an equine centre.

But the council’s head of planning, Mark Hand, told a scrutiny meeting discussing the proposed sites on Monday the proposed use would not be significantly different to the existing situation.

He also said the land was 1.2km away from the proposed lodge site, not 500 metres.

The authority received 400 responses about the A449 site, including ones from the Gipsy and traveller community, who said it had good road links and, because of its location, people would not stay beyond their allotted time.

The scrutiny committee agreed to recommend the site, along with four others for inclusion in the council's Local Development Plan. This will be considered by cabinet, before full council will decide whether to replace five existing sites in the plan with the newly chosen areas next year.

They include a preferred site for a permanent camp at the former road safety centre in Ringland and smaller residential sites on the former Ringland allotments and Brickyard Lane in Allt-Yr-Yn if the need arose in future.

Land at Celtic Way, Marshfield, was chosen as an alternative transit site if the A449 site could not be developed.

The areas were chosen from a shortlist of 11 taking into account of 7,100 responses from the public.

MORE than 40 objectors attended Monday’s meeting to listen to what was a heated debate.

Committee chair, Cllr David Atwell put forward an amendment and asked that Brickyard Lane be removed from the list.

He also asked for the A449 site be removed and replaced with the former Speedway site in Lliswerry.

Cllr Allan Morris said the committee had worked hard to identify the best sites.

He said: "We haven't done this because we wanted to, we have gone through this process because we have to by law. 7,000 people have bothered to take part in this consultation, we have listened and come up with what we think is the best solution to a problem not of our own making."

Cllr Atwell's amendment was not supported and members agreed the original recommendations.

It appears from the reporting that Cllr Morris objected to a proposal for the inclusion of the old Speedway track as a potential gypsy/traveller site. If it as written then of course he would object as this would place the site next to his ward.

Labour will destroy the City. Can someone please post on here the names, addresses and tel numbers of the councillors who chose the site. I know Morris and Hannon but who were the other three.We can then start contacting them and asking them why they have done this to the people of Newport

Unfortunately it's WAG that have done this. These councillors are just the errand boys. They are in a no win situation as wherever the site goes it will be unpopular with someone. I suggest you lobby the AMs instead as it was their policy.

...and while you're at it, see if you can count to the nearest mile, how close any AM will live to these sites. WAG is as remote and out-of-touch as ever.

How can they say the site at the A449 has good road links ??its a single lane thats dangerous enough as it is without travellors carting great big low loaders hiabs caravans and god knows what else through the Bulmore lane and Catsash road the field opposite the site travellors filled with malnourished horses less than two years ago for crying out loud what do you think will happen if they are given this site its on a flood plain there are dormice sited on the area that the proposed site is they will fly tip and ruin the landscape around protected animals and right along those lanes they seemed to be able to get out there and overstay their welcome when they filled the fields with all those horses even though notices were put up immediatly for them to be removed how many vans horse boxes etc was moved in for that little stunt they pulled that led to increased traffic through the lanes as a resident im concrened about this site they will be using the same lane access as I have to on a daily basis there are much better sites around Newport

Have we got to listen to the Welsh Assembly - they cant make laws in Wales - so how can they force this on the residents of Newport - now we know why no-one wanted this assembly in the begining. Its frightening to think they could have powers one day - There are enough of these sites at present so why not extend the exsisting ones. How long can a traveller stay at one site ? Who's going to make sure they move on from their alloted time ? Who going to monitor these sites ? We should be attracting millionaires to Newport - people who will spend money - No wonder most of them have moved to west Wales.

Assuming Newport council have to comply with the WAG directive...I can't understand why the council would give these people prime locations like the A449 just because they call themselves 'travellers'. Most law abiding tax payers aspire to live in such locations and would never get planning permission to build - yet these people, often troublemakers, get these locations given to them.

Surely the answer is put them on the most uncomfortable derelict brown belt land we can find in the hope they move on.

It's not the WAG, Pingpong it's a law that was passed by the UK Government which the WAG via the Councils is legally bound to implement.
