A TEENAGER who annoyed a neighbours by playing loud music with his bedroom window open and shouting obscenities was made the subject of an anti-social behaviour order (ASBO).

Robert John Morgan, 17, of Gwaun Helyg, Hilltop, Ebbw Vale, admitted five complaints against him at Abertillery magistrates court yesterday.

Morgan admitted the complaints against him, which were:

l On July 24 he played music very loudly;

l On July 31 he played music very loudly with his bedroom window open for three hours;

l On August 13 he shouted abuse at a neighbour;

l On August 24 he phoned Ebbw Vale police station and said he wanted to be locked up, when he sounded intoxicated and agitated;

l Again on August 24 he shouted obscenities at a neighbour, whom he accused of phoning the police in the previous incident.

The anti-social behaviour order was placed on him for two years and he was ordered to pay 250 costs to Blaenau Gwent council, which applied for the order.

The order says he must not commit any act likely to cause harassment, alarm or distress to any person not in the same household; or play music loudly in his house to annoy neighbours; or threaten any resident or passer-by in the Blaenau Gwent council area.

Mike Greenway, representing Morgan, said "He wishes to offer his apologies to the court."

He said Morgan had realised he had reached an age when he could not keep acting in such a way.

Glyn Smith, chairman of the bench, said: "You have caused a great deal of stress to other people. We hope we never see you in this court again."

Afterwards Councillor John Rogers, who represents the area and lives less than a mile from Morgan, said he was absolutely delighted with the result.
