A NEWPORT dog owner said he was shocked that police could not take further action after his animal was attacked in a public place.

Simon North’s friend Daniel Beever, 27, was walking his Sprocker Spaniel Fozzy near Monnow Primary School in Bettws last Thursday, when another dog bounded towards them.

Mr Beever said the dog bit three-year-old Fozzy’s ear and he spent several minutes trying to fight the dog off, before its owner came and retrieved it.

Mr North reported the matter to the police, who looked into the matter but later told him there was nothing they could do, The father-of-two, 34, of Monnow Way, is now afraid to let his wife and children out to walk the family pet, fearing they too could be attacked.

He said: "Should it get to the stage where someone could be killed? Someone could be injured if dogs like these are not sorted out."

This is the second time in a year Fozzy has been attacked by a dog, which hasn’t been on a lead.

Last time he suffered a dislocated hip and this time he almost lost his ear.

A spokeswoman for Gwent Police said officers made enquiries into the incident but said there would be no further police investigation.

The Dangerous Dogs Act 1991 states dog owners are only guilty of an offence if a dog is considered "dangerously" out of control in a public place or injures a person.
