A PROJECT aiming to convert parts of the A465 Heads of the Valleys Road between Brynmawr and Abergavenny into a dual carriageway is 23 per cent over budget, the Welsh Government has said.

Economy secretary Ken Skates has revealed that the Welsh Government are now in dispute with contractors Costain to ensure the firm are paid only for what they are contractually entitled to.

A review on the long-awaited works, originally estimated to cost around £220 million, had been ordered by concerned ministers in October.

According to Mr Skates, Costain have found the work difficult due to the “site topography, traffic management requirements and complex ground conditions”.

“I am very disappointed by this but my officials are actively managing this overspend to identify ways of mitigating the project position,” he said.

“As part of this work, Welsh Government is currently in dispute with Costain on a number of matters around the allocation of risk in the contract to ensure they are only paid what they are contractually entitled to.

“I understand that this news will be concerning for those living and working in the area and I am very grateful for their continued patience and understanding while we deliver the scheme.”

A completion date of autumn 2019 has now been earmarked, five years after work on the 8.1km stretch began.

The announcement has prompted the leader of the Welsh Conservatives, Andrew RT Davies, to call for clarity over the Welsh Government's handling of the project.

Warning that other transport could bear the brunt of the delays, he said: “These delays could cost in the region of £50 million, and the Cabinet Secretary needs to clarify where the money is coming from.

“We have been raising concerns over this scheme for many months, and it’s deeply disappointing to see the project slipping so far beyond schedule.

“The Welsh Government simply woke up too late.”
