Bin men guilty of littering

I READ in the paper today (Tuesday 22nd) that Caerphilly County Borough Council enforcement officers had handed out 248 fixed penalty notices for littering offences, which I wholeheartedly support and to report any concerns to Caerphilly Street Pride on 01443 866566.

The enforcement officers should start by following the refuse vehicles around and see some, (not all) loaders, who, upon emptying the bins into the refuse vehicles, accidentally spill items upon the road and leave them, after throwing the empty bins to land anywhere handy. Are their refuse loaders and drivers exempt of this legislation in leaving discarded items, (possibly a health risk), exposed upon the public highway? They are not only in breach of this legislation, but in breach of Health and Safety legislation also. Perhaps the authority should look into this more deeply Ken V. Holder Hill Street Risca
