IF MR JOHNSTON did not intend to ‘humiliate or upset’ Mrs Napier he failed spectacularly.

To be told your manner was ‘dismissive, abrupt and unhelpful and you are a failure in managing external and internal relations’ would hardly fail to upset anyone even a chief constable of Gwent Police.

Mrs Napier served as our deputy chief constable for four years prior to promotion.

Why weren’t the ‘traits’ alleged by Mr Johnston identified during those four years?

The Argus leader is very relevant: are we to see whether potential candidates are put off by the manner of Mrs Napier’s departure? Or are we to see another ‘chum’ in addition to his deputy, selected as chief constable.
