THERE is a chronic culture of littering here in South East Wales. From arrogant youths to lazy, ignorant adults infected with the littering plague, daily depositing their rubbish in the streets and roads. The Welsh Government and councils should be putting more resources into this problem which blights our towns and cities. Employing more enforcement officers to fine more of the littering morons would be a good start.
