THE South Wales Argus reported on April 28 that due to cutbacks, Newport City Council will no longer investigate complaints from people living in social housing.
I would like to remind NCC that before all their housing stock was transferred from them to a housing association – ie Newport City Homes – all existing council tenants were given a Housing Stock Transfer Offer Document which stated the pros and cons of the transfer.
Page 16, point 16, of this document states: “Newport City Council would have a legally binding contract with Newport City Homes to help ensure that every commitment made within this offer document will be kept.
“We would monitor the performance of Newport City Homes on behalf of tenants and the public in Newport.
“Newport City Homes would be monitored and regulated by the Welsh Assembly.” 
Therefore, if NCC fails to deal with complaints sent to them with regard to this housing association, they will be in breach of this contract and in breach of the law.
Without the support of NCC, social housing providers would be a law unto themselves and tenants may suffer as a result.
